Detailed Engineering for Rehabilitation of Water Treatment System at Société Ivoirienne de Raffinage (SIR)

From 2014 to 2015, Norda Stelo was commissioned by SIR in Abidjan (Côte d’Ivoire) to carry out a detailed engineering study to propose amendments, replacements, upgrades or necessary renovations to ensure the proper functioning of all water treatment equipment in Unit 65. This unit, designed to remove insoluble hydrocarbons, consists of various equipment, including two static longitudinal settlers (API settler), a flocculator and a dissolved air flotation (DAF) unit.

The rehabilitation of Unit 65 was essential for the construction and commissioning of a downstream biological treatment unit, which enabled SIR to meet stricter future environmental standards.

CLIENT
SIR – Ivorian Refining Company

The Challenge

For SIR, the main challenge of the project was to meet stricter environmental standards and rehabilitate equipment that showed signs of significant deterioration.

Our Approach

The synergy between our different departments allowed us to work concurrently on several aspects of the initial study and assess the level of wear and tear of the equipment. Norda Stelo’s professionalism instilled enough confidence in SIR to entrust us with the management of the refurbishment.

The Result

The issues initially identified by the client, for which they expected to see results, were confirmed and addressed. However, the study revealed new important points that required immediate attention. In fact, many pieces of equipment were worn out and at high risk of failure. The refurbishment of this equipment was justified by its age and advanced deterioration, as it had been in service for over thirty years.

Highlights
  • Inspection and diagnosis of existing equipment
    • Identification and detailed engineering of technical solutions to restore, rehabilitate, renovate or improve malfunctioning systems to ensure their proper operation and achievement of targeted treatment performance.
    • Processes and automation (mainly for dosing and injection of necessary chemicals)
    • Mechanical, electrical, structural and civil engineering
  • Pre-consultation with equipment suppliers (particularly to obtain quotes and ensure accuracy of cost estimates for implementing proposed solutions)
  • Project management

20MW Cogeneration Plant

Our team assisted Riverside Forest Products (now Tolko Industries) with the selection and installation of major equipment and the complete building structure for a 20 MW biomass cogeneration plant in Armstrong, British Columbia. The cogeneration plant converts wood waste into renewable energy in steam and power, producing steam for an on-site veneer plant and exporting power to the USA.

Valero’s Flare

Energie Valero wanted to replace the main flare (54″ diameter x 300′ high). Norda Stelo was initially commissioned to determine the best of three possible scenarios, and then to carry out the detailed engineering for flare replacement during a planned shutdown of operations.
