The goal of the Corporation de d\u00e9veloppement du quai de Sainte-Anne-de-Beaupr\u00e9’s project was to refurbish the dock to ensure its longevity, thereby providing safe access to the river and transforming it into a lively space conducive to recreational and tourism development by welcoming visitors via cruise ships.<\/p>\n

The mandate<\/span><\/span> of Norda <\/span>Stelo<\/span><\/span><\/span> was to design a structure with a minimum lifespan of 50 years, <\/span><\/span>including<\/span><\/span><\/span> the reconstruction of the <\/span><\/span>dock<\/span><\/span><\/span> (with a slight<\/span> expansion), rest areas, water f<\/span>eatures, public art, a promenade, and a giant staircase providing access to the river for small boats (canoes, kayaks, etc.)<\/span>, as well as bollards for mooring<\/span> small cruise ships.<\/span><\/span>\u00a0<\/span><\/p>\n

The main challenge associated with the project stemmed from the high sensitivity of the surrounding natural environment, notably the presence of wetlands hosting plant species with endan<\/span><\/span><\/span>gered status, areas of concentration for waterfowl, and the presence <\/span>of fish species with endangered status, including striped bass.<\/span><\/span><\/span><\/p>\n

The mandate involved completing the work within the very tight budget <\/span>allocated<\/span> by the client, which was a challenge. Furthermore, this<\/span><\/span><\/span> challenge was compounded by the fact that the dock <\/span>is <\/span>located<\/span> in<\/span> an area<\/span> with significant tidal variation in the Saint Lawrence River, and the work had to be carried out exclusively outside the sensitive fish period, from May 15 to November 1. <\/span><\/span><\/span>\u00a0Also, a compensation proje<\/span><\/span><\/span>ct for the permanent loss of fish habitat on the shoreline was developed and carried out near the dock. As the new dock was <\/span>required<\/span> to have a minimum lifespan of<\/span> 50 years, the planning of the work had to consider the <\/span>anticipated<\/span> rise of the Saint Lawre<\/span><\/span><\/span>nce River and changing weather events due to climate change.<\/span><\/span><\/span><\/p>\n\n<\/div>\n\t\t\t\t\t\t\t\t\t<\/div>\n\t<\/div>\n\n <\/div>\n <\/div>\n <\/div>\n \n \n

The rehabilitation of the Sainte-Anne-de-Beaupr\u00e9<\/span> dock was designed in an innovative way, incorporating a significant envi<\/span>ronmental component that could serve as a model for future similar projects.<\/span>\u00a0<\/span><\/p>\n

In fact, the monitoring of vegetation recovery conducted during the first and third years following the completion of the work demonstrated success, with no corrective <\/span>measures required.<\/span>\u00a0<\/span><\/p>\n

Given the limited budget and the authori<\/span>zed period for in-water work (from November to May), Norda Stelo\u2019s experts proposed the refurbishment of the <\/span>dock<\/span>\u2019s head <\/span>with a structure made of<\/span>\u00a0sheet pile<\/span>s<\/span> driven into the soft rock<\/span>, instead of using piles.<\/span>\u00a0<\/span><\/p>\n

This<\/span> design<\/span> enabled the safe reconstruction of the infrastructure<\/span>,<\/span> while staying within the budget and meeting the client\u2019s objectives.<\/span>\u00a0<\/span><\/p>\n

Since the structure was<\/span> intended<\/span> to last at least 50 years, the design also included <\/span>the<\/span> gradual increase in <\/span>height of the new approach <\/span>embankment <\/span>toward<\/span> the <\/span>dock<\/span>\u2019s head to <\/span>protect against wav<\/span>es and ice overtopping, due to climate change.<\/span><\/p>\n

Our approach not only secured the structure but also made it accessible and appealing, allowing people to reclaim this historic access to the river.<\/span>\u00a0<\/span><\/p>\n

The search for a potential site for the compen<\/span><\/span><\/span>sation project was carried out in the surrounding area (C\u00f4te-de-Beaupr\u00e9, \u00cele d\u2019Orl\u00e9ans). <\/span>Ultimately, the<\/span> relevant authorities (Fisheries and Oceans Canada and the Ministry<\/span> of Forests, Wildlife, and Parks<\/span><\/span><\/span>) approved the restoration and planting work on a site <\/span>adjacent to<\/span> the Sainte-Anne-de-Beaupr\u00e9 dock.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n\n<\/div>\n\t\t\t\t\t\t\t\t\t<\/div>\n\t<\/div>\n\n <\/div>\n <\/div>\n <\/div>\n \n \n

Access to the boats had been clos<\/span>ed for over 10 years due to structural safety issues with the existing <\/span>dock<\/span>.<\/span>\u00a0<\/span><\/p>\n

The client<\/span>, having worked hard<\/span> to secure funding, <\/span>relied on<\/span> our engineers <\/span>to find<\/span> more cost-effective solutions to <\/span>meet the budget.<\/span>\u00a0<\/span><\/p>\n

It can now be s<\/span>tated<\/span>\u00a0that the Sainte-Anne-de-Beaupr\u00e9 <\/span>dock<\/span>\u00a0stands as a remarkable achievement, both in terms of its perfect social integration and the technical challenges it overcame. A key element <\/span>in<\/span>\u00a0the project\u2019s acceptability, the environmental impact was<\/span> at the forefront of the designers\u2019 concerns, ensuring the preservation of the surrounding ecosystem\u2019s natural features, as well as the landscape and historical character of the <\/span>area, with a result today that is truly noteworthy.<\/span><\/p>\n
